Yes absolutely. Maybe it's not too obvious because the samples I chose are too short,but I did make these soundscapes dynamic in a way. Placing thunder strikes at various distances, and playing with panning for example. I did the same with the birds and gusts of wind and other occurrences too.
But that is just composing a stereo track, and it will play exactly the same every time.
To make it really dynamic, i would have to place all the sounds in a 3D environment with a game engine. But that is basically the point. In this pack, I sell all the sounds separately so game designer can recreate the environments, and make them dynamic.

Ever considered though the environment sounds come from environmental sources? Like from weather effects are changing, birds are moving across the game world and the sound effects are not static but dynamic.
