Okay, not great but just okay, but free is free.
It's Microsoft's Picture It Express 7.0. It's one of those "Photoshop Lite" image editing programs. It's just what you need for simple photo editing or retouching.
Anyway, this one requires a bit of homework. Apparently MSN is starting to follow AOL's lead by placing CD's of their software on every surface in the universe. When you find one of those CD's, pop it in the drive. When it asks to install MSN, just tell it no. Explore the CD, and there's a Picture-It folder there. Run the setup program, install, and enjoy! No installation of MSN is required.
