Free Windows98/nt/xp based wav recording software?

I need some free progs to point a potential voice actor to, so he can record with a DB meter... (ATLEAST!)
Any input would be appreciated...

Goldwave is Shareware, but it lasts a long time. Maybe your VA could use this tutorial of mine to get started:
