Anybody know of a program that allows easy to make levels, and for free? This would be of great assistance to me.

Depends on what you want to make levels for.
2d-wise you´re probably going to have to write your own level editing tool (simple tile-based engines arent that hard to edit), in the 3d area there´s lots of different stuff around.. UnrealEd for Unreal based mods (powerful and complex), Worldcraft for all Quake-derivatives (a classic), and you´re probably not going to get around Max for advanced editing.
