Well,

Having a planet focus on service shouldn't really effect other planets IMO.

So what if planet A has better transportation and more effective infrastructure and banks, the fruits of that ecology will primarily benefit that and maybe nearby surrounding planets that they trade with. But not planet B, that's like on the other side of your empire.

Unless you focus your capitol and associated planets on service, which has the potential to effect your entire empire on the abrogate.

Also, IDK if you should instill a cost for converting a planet's entire Industry to somehtig else via edicts, sure I can order a planet to change their entire economy so they can better help what my current goals are, but do this too many times, or do this in unrealistic ways and the planet might not comply,

Sounds like if taken to far, this would go into micro management (the management concept, not the game mechanic), and TBH, most people and organizations don't respond well to it, especially if it happens too often.

Will there even be any "States rights"= planet can manage themselves, without the direct interference of a off world imperial government?
