Anyone know of a good sound-editing program?

We have to create sound for a game we are going to make in the near future, but we need a sound-editing program.
We unfortunately don''t have a lot of money... soooo.....

All those are great products, but come with a price tag to match. GoldWave on the other hand, is shareware but not disabled in any way, and can be found at www.goldwave.com. It may also be worth searching sourceforge for any free wave editors.
