Cartoon Art Style

As others have said, there are a wide variety of art styles that could be described as "cartoon".  From Cuphead, to Ni no Kuni, to Afro Samurai, and everything between...

That's definitely cell shading. Materials look a bit plastic (but games on Unreal Engine 3 often do). Pre-baked environment mapping for the specular reflections, and they turned those way up (especially for surfaces affected by water). Most of the geometry is pretty simple, lots of big flat areas. But there is a surprising amount of detail in the curved surfaces and the characters. Characters have giant eyes and big heads for their size.

All pretty standard stuff for folks trying to emulate the feel of something like Mario 64. Should be able to achieve something similar with the out-of-the-box materials in Unity or Unreal, provided you can make/acquire similar models.
